The cost of gasfield rehabilitation

A revealing document detailing the estimates of rehabilitation of Pel 238 & Pal 2.

The costing includes:

  • Decommissioning of coal seam gas wells and associated headworks and rehabilitation of the land disturbances at the well pads.
  • Rehabilitation of disturbances associated with gas and water gathering pipeline easements and access roadways.
  • Decommissioning and rehabilitation of gathering lines between the facility at Dewhurst facility and the boundary of Petroleum Assessment Lease (PAL) 2.
  • Decommissioning and rehabilitation of a yet to be built water flow line between Tintsfield and the Bibblewindi Transfer Facility.
  • Decommissioning and rehabilitation of dams at Tintsfield including the treatment of water and disposal of salt within the dams.
  • Decommissioning of buildings and equipment associated with the Dewhurst 14 and 28 Flare and Water Transfer facilities.
  • Rehabilitation of laydown areas.

Considering the project lifecycle, estimates of the maximum RCE for the project activities in the period are as follows (refer to Table 1 and Table 2):

Year 1 (September 2013 – August 2014) – The total RCE is $7,800,000 (including monitoring and project management costs). Of the total cost:

  • Decommissioning and rehabilitation of dams including removal and management of accumulated water and disposal of salt, removal and disposal of sludge and liners and demolition of bund walls and spreading of soil ($3.9M) comprise approximately 51%.
  • Decommissioning of CSG wells and associated equipment and rehabilitation of well pads ($1.9M) comprises approximately 24%.
  • Decommissioning and rehabilitation of gas and water gathering and water flow lines ($0.6M) comprises approximately 7%.
  • Decommissioning and rehabilitation of the Dewhurst 14 and 28 Flare and Water Transfer facilities ($0.3M) comprises approximately 4%
  • Rehabilitation of access tracks ($0.04M) comprises approximately 1%
  • Project management and maintenance, monitoring and investigation activities total $1.0M.

Year 2 (September 2014 – August 2015) – The total RCE is estimated at $9,100,000 (including monitoring and project management costs). Of the total cost:

  • Decommissioning and rehabilitation of dams including removal and management of accumulated water and disposal of salt, removal and disposal of sludge and liners and demolition of bund walls and spreading of soil ($5.0M) comprise approximately 55%.
  • Decommissioning of CSG wells and associated equipment and rehabilitation of well pads ($1.8M) comprises approximately 19%.
  • Decommissioning and rehabilitation of gas and water gathering and water flow lines ($0.4M) comprises approximately 4%
  • Decommissioning and rehabilitation of the Dewhurst 14 and 28 Flare and Water Transfer facilities ($0.3M) comprises approximately 4%
  • Rehabilitation of access tracks ($0.2M) comprises approximately 2%
  • Project management and maintenance, monitoring and investigation activities total $1.5M.
